In the conclusion of the three-part story "The Happiness Patrol," the Doctor sparks a revolution against Helen A dictator of Terra, where the punishment for not expressing constant happiness is death.
Once he has neutralized Helen A's robotic henchman, Kandyman (David John Pope), the Doctor goes to work on the dictator herself -- and he doesn't intend to resort to violence.

JOHN CARSON
Biography John is a hugely prolific actor who appeared constantly on UK screens throughout the mid 50s until the mid 80s. He has appeared alongside many of the UK's stars and became hugely popular as a villain or hero. The secret of John's success has been his versatility and his wonderful silky voice. He appeared in 3 Hammer films which led to an ever increased popularity amongst film fans.

ADRIAN MILLS
Biography Adrian Mills is a British television presenter. He appeared on That's Life! with Esther Rantzen for seven years until its demise in 1994. Since then he has presented talk show Central Weekend Live, reported for BBC viewer feedback programme Bite Back, appeared as a location reporter on Surprise, Surprise, and in later years was a host on TV Travel Shop.
He is now a regular presenter for the holiday teleshopping channel "Sky Travel Shop", a part of Sky Travel.
Adrian graduated from Rose Bruford College in 1977 and in 1982 he appeared as Aris in the Doctor Who story "Kinda".
