An air raid warden was stationed on the roof of the building that housed the Cabinet War Rooms in World War II London. During a night of the London Blitz in which the Daleks were ambiguously working on behalf of the Allies, he noted that all the lights of London suddenly became illuminated again. This concerned him, as he knew it would make London a much easier target for rapidly-approaching German bombers. The next morning, after the evening's raid had been survived, he assisted in the replanting of the Union Flag atop the building.
Victory of the Daleks was the third episode of Series Five of Doctor Who. It marks the re-appearance of the Daleks and the Eleventh Doctor's first encounter with them.
